New Tax Measures Target Telecoms and Gaming
The Nigerian government has introduced a proposal to impose a 5% excise duty on telecommunications, gambling, and gaming services. The government submitted this initiative as part of the new “Nigeria Tax Act” to the National Assembly for approval on October 4, 2024. If passed, the excise duty will apply to both postpaid and prepaid telecom services, as well as all forms of gaming and lottery transactions.
Telecom Services Under New Tax Scrutiny
The proposed legislation subjects all telecom services regulated by the Nigerian Communications Commission (NCC) to the new 5% tax. This includes data, voice, and SMS services. The government aims to increase non-oil revenues through this measure, but the additional tax could significantly impact consumers who are already grappling with rising costs.
Gaming and Gambling Activities to Be Taxed
In addition to telecoms, gambling and gaming activities will also attract the 5% excise duty. This applies to both physical and online gambling operations, including sports betting and lottery games. The government expects the tax to generate additional revenue, but it may raise concerns over the already high tax burdens on businesses and citizens.
Currency Transaction Guidelines Introduced
The proposed tax bill also introduces regulations for currency transactions. Specifically, any disparity between the official Central Bank of Nigeria (CBN) exchange rate and the actual rate used during transactions will be subject to excise duties. This new guideline is intended to improve tax collection in foreign exchange dealings.

The Nigerian government has faced mounting fiscal pressures due to its reliance on borrowing to cover budget shortfalls.
