Zelensky’s Victory Plan for Ukraine

Ukrainian President Volodymyr Zelensky will present his “victory plan” to US President Joe Biden, Democratic presidential candidate Kamala Harris, and Republican candidate Donald Trump during his visit to the United States this week. The plan aims to secure additional military aid and outline diplomatic efforts to push Russia towards a peace agreement. Zelensky’s visit comes as the US prepares a new $375 million military aid package for Ukraine.

Appeal for Long-Range Missiles

A key element of Zelensky’s visit is his push for the US and its allies to allow Ukraine to use long-range missiles to target Russian territory. For months, Kyiv has pressed for permission to strike key Russian military sites, claiming they launch attacks from these locations. In response, Russian President Vladimir Putin warned in September that he would consider such strikes as NATO’s direct involvement in the war.

Biden’s Cautious Approach

When asked about allowing Ukraine to use US-made long-range missiles, President Biden has remained non-committal, stating, “No,” when reporters asked about his decision. Despite this, Biden has been one of Ukraine’s most significant allies, with the US already providing $56 billion in military aid to support Ukraine’s defence against Russia’s invasion. Zelensky is expected to meet Biden and key members of Congress to rally further support.

Trump’s Stance on the Ukraine War

Donald Trump has been critical of US support for Ukraine, stating that he would end the war within 24 hours if re-elected, though he has not provided specifics on how. Trump’s close ties with Putin and scepticism about ongoing military aid to Ukraine have made his position on the conflict a point of debate in the upcoming election. Despite this, Trump has expressed a willingness to meet with Zelensky during his US visit.

Kamala Harris and Diplomatic Efforts

Kamala Harris, now the Democratic presidential candidate, has emphasised the need for diplomatic solutions in ending the conflict. Zelensky’s meeting with Harris will focus on balancing military aid with diplomacy, as he hopes to gain her support for further weapons donations and sanctions against Russia. Harris has remained firm on holding Russia accountable for its full-scale invasion of Ukraine in 2022.

Zelensky’s Visit to US Munitions Factory

Before meeting with Biden, Harris, and Trump, Zelensky visited a munitions factory in Scranton, Pennsylvania, where workers produce US-made weapons to support Ukraine’s war effort. Zelensky expressed gratitude for the US’s contributions, calling America Ukraine’s “leading supporter.” After Washington, Zelensky is expected to address the United Nations Security Council in New York and deliver a speech at the General Assembly.
