Abia State Governor Signs Landmark Electricity Bill, Paving the Way for Stable Power Across the State

Aba, Nigeria – March 18, 2025 – In a significant move toward energy independence, Abia State Governor Alex Otti signed the Abia State Electricity Bill into law on Monday, marking a transformative step toward ensuring reliable and sustainable power for all 17 local government areas (LGAs) in the state. The legislation, which grants the Abia State Government the authority to regulate its own electricity market, positions Abia as a potential regional power hub and unlocks new opportunities for investment and renewable energy development.

The bill establishes the Abia State Electricity Regulatory Authority (ASERA), empowering the state to oversee its electricity sector independently of national regulations. Speaking during the signing ceremony, Governor Otti emphasized the law’s role in expanding electricity access, particularly to the eight LGAs not yet covered under the Aba ring-fenced area, which has benefited from the Geometric Power Limited project since its launch. That initiative has already delivered 24-hour electricity to nine LGAs, transforming Aba into a model of reliable power supply in Nigeria.

“Our administration is committed to ensuring that every part of Abia has access to stable and affordable electricity,” Governor Otti said. “This legislation will unlock new investment potentials, enhance renewable energy initiatives, and align with our long-term vision of positioning Abia as a leading regional power hub.”

The Abia State Electricity Bill builds on the federal Electricity Act of 2023, which amended Nigeria’s constitution to allow states to generate, transmit, and distribute electricity within their jurisdictions. This legal framework has enabled states like Abia to address the country’s chronic power supply challenges, which have long hindered economic growth and development.

Governor Otti also announced plans to integrate the remaining eight LGAs into the Umuahia ring-fenced area, ensuring comprehensive coverage across the state. The law is expected to attract private-sector investment, support renewable energy projects, and improve service delivery, addressing decades of inconsistent power supply that has plagued Nigeria.

The signing ceremony, attended by members of the Abia State House of Assembly and development partners, featured Governor Otti engaging with journalists and stakeholders, underscoring the collaborative effort behind the bill’s passage. Rt. Hon. Emmanuel Emeruwa, Speaker of the Abia State House of Assembly, was praised for his leadership in guiding the careful and swift passage of the legislation.

In a related development, the Abia State Commissioner for Information, Okey Kanu, revealed that the state government is negotiating a Memorandum of Understanding (MoU) with the Enugu Electricity Distribution Company (EEDC) to acquire a 60% stake. This move would enable Abia to wheel power not only within its borders but also to other states in the South East region, further solidifying its role as a regional energy leader.

Governor Otti expressed gratitude to the state legislature, development partners, and the people of Abia for their support, concluding with a prayer for continued progress: “May God continue to bless Abia State.”

The new law has already garnered widespread praise on social media, with residents and analysts hailing it as a bold step toward economic revitalization and improved quality of life. As Abia moves forward with its ambitious energy agenda, the state is poised to set a precedent for other Nigerian states grappling with similar challenges.
