Governor Alex Otti outlines ambitious plans to boost infrastructure, security, and education despite economic challenges.
Abia State Governor, Alex Otti, presented a N750 billion budget for 2025 to the state House of Assembly. The budget allocates N611.7 billion for capital expenditure and N138.6 billion for recurrent expenditure, a 30% increase. Otti labeled it a “Budget of Sustained Momentum,” highlighting his commitment to addressing economic, security, and public service challenges.
Focus on Infrastructure and Agricultural Growth
The 2025 budget places a strong emphasis on infrastructure development, with a substantial 82% of the total budget earmarked for capital expenditure. Governor Otti outlined that critical sectors like agriculture and infrastructure would be prioritized to drive the state’s sustainable growth. In particular, N13 billion has been allocated for the establishment of agro-industrial processing zones in the local government areas of Bende, Ukwa, and Umunneochi. These projects aim to boost local economies, create jobs, and stimulate industrial growth in the region.
Massive Investment in Road Infrastructure
In addition to the agricultural development initiatives, the governor has earmarked N55 billion for road projects, both new and ongoing. Otti plans to construct 170 kilometers of rural roads across all 17 local government areas, a significant step towards improving road connectivity within the state. These projects are part of the governor’s broader plan to enhance infrastructure and stimulate economic activity, especially in the rural areas. Otti’s government has also promised to complete major ongoing infrastructure projects started in 2024, further reinforcing the state’s focus on long-term development.
Water Supply Projects to Address Statewide Challenges
Water supply remains a critical challenge in Abia State, and Governor Otti is taking steps to address it in the 2025 budget. N4 billion has been allocated to revamp the Umuahia Regional Water Scheme, including the reticulation of a 47-kilometer pipeline. This initiative aims to provide cleaner and more reliable water sources to residents across the state, especially in underserved rural areas. Improving access to potable water will enhance public health and support broader development goals for the state’s citizens.
Education and Health as Development Priorities
Governor Otti emphasized investing 35% of the 2025 budget in education and health to boost Abia’s long-term development. He allocated 20% for education and 15% for improving healthcare services across the state. Otti highlighted that human capital investment will reduce poverty, create opportunities, and ensure accessible healthcare, especially in rural areas.
Plans for Revenue Generation and Fiscal Responsibility
Governor Otti plans to increase Abia’s internally generated revenue (IGR) by 213%, targeting N100.6 billion in 2025. He forecasts significant rises in statutory allocations, grants, and VAT collections to support development projects. Otti assured the public of no borrowing to date, emphasizing future loans will only fund projects that yield returns.
Legislative Support for the 2025 Budget
The presentation of the 2025 budget was well received by the Speaker of the Abia State House of Assembly, Rt. Hon. Emmanuel Emeruwa. He commended Governor Otti for the comprehensive and forward-looking budget and assured the governor of the Assembly’s full support in achieving its goals. With the backing of the state legislature, the governor’s plans for continued infrastructural development, job creation, and social services are set to move forward in 2025, furthering the administration’s vision for a prosperous and stable Abia State.
