Nigeria’s Customs Brutal Activities: House of Reps Launches Probe

The House of Representatives has launched an investigation into Nigeria Customs Service officers involved in smuggling and civilian brutality. During Wednesday’s plenary session, the House adopted a motion sponsored by Oluwaseun Whingan, the Badagry representative. This investigation follows allegations that Customs officers facilitated smuggling operations involving over 2,000 cars and large rice quantities through Badagry.

Serious Smuggling Claims and the Impact on Nigeria’s Economy

Whingan’s motion highlighted a Sahara Reporters report exposing Customs officers’ involvement in smuggling over 6.5 million kilograms of rice. He referenced videos by investigative journalist Fisayo Soyombo, showing clear evidence of the officers’ illegal actions. This illegal trade threatens Nigeria’s economy by undermining local industries, reducing government revenue, and flooding the market with substandard goods.

Violent Incidents Spark Public Outrage

The House condemned the brutal December 1, 2024 incident along Badagry-Seme Expressway, where Customs officers allegedly assaulted two transporters. Customs officers, in collaboration with soldiers, reportedly assaulted Taofeek Olatunbosun and Rafiu Abdelmalik for documenting smuggling activities. This violent act, sparking public outrage and police intervention, highlights extreme measures used to silence individuals exposing illicit activities.

Excessive Scrutiny and Economic Hardship for Legitimate Traders

Despite the presence of multiple checkpoints in Badagry and other border areas, Customs officers have been accused of hindering legitimate business activities. Whingan highlighted how Customs personnel often extort money from local traders during the day, while turning a blind eye to smuggling at night. The unchecked flow of contraband goods has led to economic hardship for small businesses, particularly rice farmers and poultry producers, who struggle to compete against cheaper, illegally imported goods.

National Security and Rule of Law at Risk

The situation has raised serious concerns regarding national security and the integrity of the Nigerian Customs Service. The involvement of military personnel in Customs operations has further complicated matters, as these joint operations have reportedly disregarded human rights and legal protocols. Whingan stressed that the public trust in Customs has been eroded, and called for urgent reforms to prevent further damage to Nigeria’s economy and national security.

House Directs Committees to Conduct Thorough Investigation

Following the motion, the House directed its Committees on Customs and Excise and Defence to conduct a detailed probe into Customs operations across Nigeria’s borders. These committees will specifically examine smuggling activities, the role of military personnel, and incidents of brutality. The investigation aims to restore accountability, enhance oversight, and recommend measures to prevent further economic destabilization. The committees are expected to submit their findings within six weeks.
