NIN Slips Being Purchased for N100 Sparks Government Action and Reforms

In response to recent reports of National Identification Number (NIN) slips being purchased for N100, Nigerian authorities swiftly took steps to address the issue. The Minister of Communications, Innovation, and Digital Economy, Dr. ‘Bosun Tijani, has provided a detailed update on the government’s efforts to strengthen data security and technology use in public services.

Ministerial Response and Investigation

Dr. Tijani highlighted that he had engaged with the Minister of Interior, whose ministry supervises the National Identity Management Commission (NIMC). The NIMC is actively investigating the alleged breach. Additionally, the National Digital Public Compliance (NDPC), a relatively new agency under Dr. Tijani’s supervision, has established data compliance mechanisms and is conducting a thorough investigation into the circumstances surrounding the reported sale of NIN slips.

Proactive Measures and Whitepaper Implementation

Upon his appointment, Dr. Tijani released a whitepaper in October 2023 outlining his vision for technology application within public services. This document, accessible here, has guided the ministry’s efforts to leverage technology for economic prosperity and improved government processes.

Key Initiatives Launched

Since releasing the whitepaper, we have launched several initiatives to strengthen Nigeria’s Digital Public Infrastructure (DPI):

  • Alignment with Permanent Secretaries: Firstly, a presentation emphasized the importance of a structured DPI approach. Additionally, data exchange across MDAs is crucial to enhance cybersecurity oversight.
  • ICT Directors Workshop: A 2-day workshop with ICT directors from all MDAs to develop a plan for strengthening DPI.
  • #DevsInGovernment Community: A platform for civil servants responsible for technology to share knowledge and secure buy-in across the ICT cadre.
  • Responsible Data Management Course: A collaboration between NDPC and Datadotorg to improve data handling and protection in government institutions.
  • Centre for Digital Public Infrastructure Workshop: Moreover, an assessment of the current state and implementation roadmap for DPI in Nigeria was conducted.
  • International Knowledge Exchange: Workshops with Finland and Estonia to design Nigeria’s Data Exchange System.

Future Plans and Call to Action

Dr. Tijani announced that they have submitted a request for a Presidential declaration to align all MDAs behind the goal of implementing a data exchange system. They expect the pilot of this system to cover at least five MDAs by the end of the year, enhancing support for Nigerians through critical life events.

In conclusion, Dr. Tijani invited Civil Society Organisations and interested parties to read the whitepaper and engage with the ministry as it strengthens Nigeria’s DPI. The government remains committed to ensuring the safety and security of its digital infrastructure and data, especially now with NIN slips being purchased.
