Reps Probe Coastal Highway Project

The House of Representatives (Reps) has taken decisive action to probe the N15 trillion Lagos-Calabar Coastal Highway project, establishing an ad-hoc committee tasked with delivering a comprehensive report within four weeks. This development comes in response to mounting concerns about the project’s procurement process and financial transparency.

The decision to launch the probe follows a motion presented during plenary by Mr. Austin Achado, representing the Gwer East/Gwer West Federal Constituency in Benue State. The House also resolved to summon key government officials, including the Attorney-General of the Federation, the Minister of Finance, and the Minister of Works, to provide further clarity on the project.

Since its inception during the administration of Bola Tinubu, the ambitious coastal highway project, spanning 700 kilometers and intended to connect Lagos to Cross River, has garnered both acclaim and criticism. Originally envisioned as a 10-lane infrastructure project, it aimed to significantly improve connectivity across multiple states.

Despite its potential benefits, stakeholders have raised questions about the project’s cost estimates, which have varied under different administrations. Minister Dave Umahi disclosed plans for an eight-year construction period, with a projected cost of N4 billion per kilometer. The Federal Executive Council has already approved substantial funding for the initial phase of construction.

Concerns center on Hitech Construction Company Nigeria Limited’s selection as the primary contractor in the procurement process. Minister Umahi defended this decision, citing the company’s reputable track record in similar projects.

The Ministry of Works asserts the project follows due process and has House members’ support, but questions persist about compliance. Transparency in the bidding process and adherence to procurement laws are lingering concerns despite the ministry’s assurances. Additionally, there are concerns about the project’s potential impact on affected businesses and communities along its route.
