Debate Suspended Amid Controversy
The House of Representatives has indefinitely suspended the debate on the proposed tax reform bills due to mounting pressure from lawmakers and state governors. A memo from the Clerk of the House, Dr Yahaya Danzaria, cited the need for further consultation with stakeholders. The bills, initially scheduled for debate on December 3, aim to reform Nigeria’s fiscal framework, but have faced widespread opposition from Northern lawmakers and governors, who argue the reforms disproportionately benefit Lagos State.
Northern Lawmakers and Governors Resist
A coalition of 73 lawmakers from Northern Nigeria and several state governors have openly opposed the tax reforms. Governor Babagana Zulum of Borno State criticised the rush to pass the bills, suggesting that they lack sufficient consideration of regional disparities. Zulum stated, “The reforms, in their current form, risk dragging the North further behind economically.” Lawmakers from Kano State echoed his sentiments, rejecting the bills outright during a state caucus meeting.
Southern States Seek Adjustments
While many Southern lawmakers support the reforms, concerns about their implications for VAT sharing and economic equity remain. Oyo State Governor Seyi Makinde called for broader consultations to ensure the reforms address regional needs. “The bills should be refined to achieve balanced development across all states,” Makinde’s media adviser said.
Calls for Transparency
Former Vice President Atiku Abubakar also weighed in, urging transparency in the legislative process. “Tax reforms must prioritise equity and justice across Nigeria’s federating units,” he said in a statement. Atiku encouraged collaboration between the Federal Government and lawmakers to develop a more inclusive framework.
APC Lawmakers Rally Support
Despite the backlash, some APC lawmakers have rallied behind the reforms, describing them as essential for economic growth. Philip Agbese, representing Ado Federal Constituency, said, “These bills aim to relieve the tax burden on small businesses and individuals while boosting national revenue.” Efforts to build consensus are ongoing within the ruling party.
Future of the Bills
The indefinite suspension highlights the contentious nature of the proposed reforms. Lawmakers have called for more time to review the bills and consult with constituents. Stakeholders across the country await a resolution that balances regional interests with national economic goals.
