Umahi Denies Awarding InAbuja-Kaduna Road Contract to Inactive Company

Minister Refutes Claims of Irregularities

Minister of Works Dave Umahi denied claims that the ₦252.89 billion Abuja-Kaduna road contract was awarded to Infoquest Nigeria Limited. A January 21, 2025, report alleged the ministry engaged Infoquest, a company with little public visibility, for the project. Umahi called the allegations misleading and clarified that Infiouest International Limited, a different entity, received the contract.

Clarification on Company Name

In a press briefing on Wednesday, Umahi addressed the confusion surrounding the company’s name. He explained that “Infiouest” is a French name, and its pronunciation often causes confusion with “Infoquest.” Umahi assured Nigerians that Infiouest International Limited is capable of handling the project, describing it as a legally compliant firm with the necessary expertise.

Controversy Over Company’s Compliance

West Africa Weekly’s investigation revealed Infiouest International Limited is inactive on the Corporate Affairs Commission (CAC) database. This status shows the company failed to meet obligations like filing annual returns, required by CAMA 2020. Legal experts warned awarding contracts to inactive companies might breach CAMA Sections 525(3) and 525(4), prohibiting such agreements.

Criticism Over Contract Award Process

The decision to award the project to Infiouest has sparked criticism from the public and industry stakeholders. Many have questioned the transparency of the process, particularly since the project was previously handled by Julius Berger, a reputable construction company. Critics argue that replacing Julius Berger with an inactive company undermines public trust in the Ministry’s decision-making.

Julius Berger Defends Its Record

Julius Berger, through public statements, defended its earlier role in the Abuja-Kaduna road project. The company revealed it requested a contract review due to rising inflation and currency fluctuations, which it claims justified a price adjustment. However, it accused the Ministry of failing to invite it to rebid after the initial contract was revoked.

Umahi Stands Firm Amid Scrutiny

Minister Umahi remains resolute, asserting that Infiouest International Limited is fully active and capable of delivering the project. He emphasized that the Ministry’s decisions are guided by cost efficiency and national interest. Nonetheless, the controversy surrounding the contract highlights the need for improved transparency and adherence to legal frameworks in Nigeria’s public procurement processes.
